Not as a rule. They sometimes are (I've received buy-up offers to Polaris for $500 from PP when buying outright at booking was ~$2000 more). On the other hand I've seen it where I could have purchased domestic First for ~$200 more at booking whereas at check-in they are asking $800 for the upgrade. Totally depends on availability at check-in, last minute purchase trends on a route, etc.
