My guess is that if a city pair is within 100 mi of the next threshold, then AFKL bumps it up. And I think that's a good decision. There are different ways to exactly measure the city pairs and helps them not look mean when a city pair misses next XP earn by only 50 miles or so.

The CDG/AMS-BOS vs LHR meets this criteria. CDG/AMS is only short approx 70 miles, while LHR misses it by about 250.
