Although it's good to get confirmation that the pre-clearance facilities will be available at Terminal A soon ("As work continues to fully transition the US Customs and Border Control facility to Terminal A, it will only be available for select flights to the US from 15 November.") , it's hard to believe that it's (inexplicably!) still not finished yet.

However, it's very odd that only ORD will not enjoy pre-clearance after 15 November, according to the FAQ.
