Why if the original Freedom and Flex have essentially the same features? Is MC supposed to be better than Visa from a cost standpoint for Chase?

If anything the Freedom Flex could be assumed to be more expensive for Chase since it has the 3% back on Restaurant and Pharmacy purchases that the original Freedom does not. So forcing migrations to the Flex could increase their costs.
