A pure speculation: UA wants people to pay for expensive fares outright, so they are treated differently from those who pay for the upgrade later. This would explain the different RDM treatments.
IMHO, it’s a dumb move on the part of United. They should reward anyone who spends money. Heck if someone is dumb enough to pay $24,000 for a subscription to Hemispheres magazine, they should get 1k status, particularly if they never fly.
