You are free to credit EVA flights to an ANA account -- and vice versa -- if you find it advantageous to do so. In fact, you can credit flights on either of those carriers to Air Canada Aeroplan, Avianca LifeMiles, United MileagePlus, etc. You just have to figure out which program is most beneficial for your flying patterns and intended redemptions.

Depending on how much you fly on cash tickets, you might be able to achieve elite status by crediting all of your Star Alliance flights to a single program.
