The taxes are not part of the co-pay, but the increased APD must be paid when waitlisting an upgrade ex-LHR — in addition to the co-pay — and does not earn PQP. However, I don’t know that UA makes the distinction particularly clear, so I could see how someone might come to the conclusion that it was all co-pay and that part of it was excluded.

For upgrades from countries that have not decided that business class travelers should be subsidizing the government at a higher rate, you’ll earn 100% of the co-pay as PQP.

The wording is old. Earning PQP for the miles portion of an upgrade is quite new.

Contact the MileagePlus Service Center and request Original Routing Credit specifically. Make sure to point out that you purchased an upgrade.
