This sounds to me like the Hertz rep was using his own interpretation of "highly recommended". Our discussion was fully in english and he would have had no issues reading and understanding my Florida license. I suppose my next step will be writing to Hertz corporate telling them that if I can't count on their Independent Licensees honoring my reservations, then I can take all my future business to Avis, which doesn't leave their customers stranded with a reservation in hand.
