The Emirates ground staff said matter of factly that they have an interline arrangement with Royal Jordanian and you just have tell the check in counter staff and they will tag the bag for the second flight. There will be no need for a transit visa or to clear immigration. They do this hundreds of times a day.

Dubai and Singapore have two of the world’s most efficient airports.
