Sharp practice IMO, and increasingly common in the UK. Also to note that in Dublin the pay lounge had "at capacity" signs up but was barely being used if you actually went up and they let me in.
I don't fly the BHX-DUB route very often so ive never used the lounges in BHX.
I usually fly the DUB-LCY route and actually use the DUB lounge quite often and find that it has improved in recent times.
Good selection of hot food during the afternoons and a nice selection of prepacked sandwiches now which they never had before.
