What it means is that the departure time is when they will have everyone on board, the arrival time is the current computation based on known ATC issues. So they will want everyone on board for the late departure and hope to get a better slot for arrival. In between you sit on the ground and make polite conversation.
Ah ok, thank you. We’re on board now hoping to go shortly and it has come back to a rather more accessible TOA.
