What the article is pointing out is a growing trend of smuggling marijuana in very large quantities (20kg+) from the US to the UK because the US has a glut of very high-quality (potent), very low-cost marijuana while the flower continues to be prohibited and therefore very expensive in UK. This trend is counter to the previous typical experience of the US being a destination market.
So this lot are naïve and trusting (supposedly typical of those classified as Gen Y and younger millennials) and haven't learned anything from the past? Recruited by internet rather than individual romancing as in the past? I guess all the legal and illegal pot has got to find a market as demand was, to say the least, wildly overestimated. At least the U.S. government is doing what it tells other countries to do (actively attempt to curtail exports).
