BTW: "Late" means more than 5 minutes late. So this also includes delays of 6 and 7 minutes, which I mostly experience. If at all. The last time I was more than 10 minutes late was because of a suicide with my train - that's very unlikely to happen.
And I travel by ICE/IC/EC/Thalys about 2-6 times a week.
The connection in Mannheim is made possible by the ICE dispatcher, even if the departing ICE has to wait a few minutes, which is usually included in the blocking time for the trains. If, then the trains run 10-20 km/h faster until Karlsruhe or Offenburg to get back into the timetable.
The connection in Basel or Bern (Bern would allow a 38 minutes transfer) should also work. If not, the EC trains from Basel / Olten / Bern to Milan run hourly.
