Running into similar issues today with US Chase credit card, very frustrating.

Edit: Nope, turns out it was popup blocker that was the culprit. I did the risky thing and pressed refresh while the payment was "processing" and was able to extend my session, and press pay again. This time visa had a verification popup, completed it, and my transaction went through.
