It's the right link, I have the same message. it is either because you didn't book direct and used an OTA or your stopover is less than 12 hours. If either or both apply to you then you will not be eligible. Depends what your nationality is on your passport it may make a difference for what visa you need to apply for, who your connecting with or how long you need to stay for etc. I'm in the UK and can apply for the Electronic Visa Waiver (EVW). You should still have an option to book paid for hotels I don't need it as my stopover is 7 hours and not sure if it is a good price as opposed to booking directly. If you don't fit into either category layover or you booked directly call or email them. Looks like you booked directly so check the time of your layover. There is no free visa you pay an admin fee or a visa fee anyway around £35 admin fee for the transit visa (aka free visa). Also depending when you booked the promo for hotel and visa may have not been available, check this with them also. The terms and conditions are on the Saudia website I had to carefully read them to understand
