I've rented a bunch of EVs through Hertz and Avis. They have always had a 110v cord with them (except once, when it didn't and I pinched from another EV and Avis didn't care). Charging at home is fine, but it's SLOW on a Level 1/110v charger. For example, I recently had a Genesis GV80 and to charge 10% on a Level 1 was ~18 hours! So if you're doing any real driving, you'll need to find somewhere else to charge now and again, or just take it back on the low side.
