Has anyone here experienced Singapore not doing an interline?Seems unlikely but would advise my friend to have a multiple entry visa ready, for the reasons you mention.
Interline agreements means it is possible to do it - in the system. That allows for easy sales of constructed itineraries on one ticket.
It does not mean that EK is obliged to interline from EK to another carrier on a separate ticket - and generally EK will not do this especially at outstations where check in staff are all outsourced (although sometimes just to dnata).
I would not get your hopes up that you will get interline baggage to another carrier on a separate ticket especially not ex-DXB.
