You're not really missing something. It's just a bit of a gamble as vouchers tend to take 2-3 days to arrive after submitting the cancellation request.
What I usually do if I notice fares decreased significantly is the following:
- go to the new fare and block/hold it for 72 hours (costs a few dollars but gives me more peace of mind)
- request the voucher
- wait for the voucher to arrive (usually takes around 48 hours from recent experiences - took way longer during covid)
- use the voucher for the fare you blocked and use the remaining value on a future booking

Would love to hear more about this. From my experience I usually get +8-9% extra on the total ticket price (as I believe the +10% doesn't apply to the non-refundable taxes), but never heard anyone get -10% before.
