More accurate statement is not that policy is not to enable separate ticket interlining, but rather that (as was noted in the AA thread’s wiki on the matter):
oneworld airlines are not required to provide connecting passenger protection of through checked baggage to passengers on separate PNRs; individual airlines may still choose to do so, but it is not required.

A few years ago One World had a policy that mandated airlines to check through on separate OW tickets.
That policy was revoked and the decision left to individual members.
