It is official OW policy not to through check. I thought about adding that there are more exceptions than QR, which might (or not) be changing its policy anyway. CX policy is broad (not only OW partners but all internlining airlines) and clear.
More accurate statement is not that policy is not to enable separate ticket interlining, but rather that (as was noted in the AA thread’s wiki on the matter):
oneworld airlines are not required to provide connecting passenger protection of through checked baggage to passengers on separate PNRs; individual airlines may still choose to do so, but it is not required.
