What is the current situation - if I fly FRA-BEY-CAI on LH/MS on separate tickets (no baggage) without leaving the airport, do I have to clear any kind of immigration in BEY?

The airport website is very confusing - it speaks of a "Transit without visa", but according to the same website, "transit without visa" is something you have to apply for in advance! Not even sure how to to apply - the Lebanese embassy here in Germany lists a "transit visa", but no "transit without visa".

And in general, is BEY suitable as a hub for a small mileage run, connecting through the airport multiple times, or is it too much of a hassle?
