Right now Air Japan is like United Express/Go Jet. But as I understand it, AirJapan [no space] would be like if United spun off United Express into "UnitedExpress" (or TED), changed seating, branding, and fare structure. If United continued to sell those flights as United Express flights without some sign it was a different business model I think it would run into a lot of trouble with consumers.
There is no JV between NH and NQ. NQ is a 100% owned subsidiary of ANA Holdings, so is NH. It is all in the family.

I doubt that Air Japan as an operator for ANA mainline is going to go away. I think ANA may have been caught a bit out by Zip, and it was just quicker to use an existing AOC. it will be confusing and look forward to many threads like this.
