Got it. Departure airport is Changi Singapore and transit airport is Dubai, two very efficient airport hubs. Emirates customer service says the second airline is an interline partner and the transfer can readily be done.

Has anyone here experienced Singapore not doing an interline?Seems unlikely but would advise my friend to have a multiple entry visa ready, for the reasons you mention.
