Can someone please help me interpret the following page?
Flight Cancellations

There are 2 sections titled "Cancellation Charges" and "Domestic/International Cancellation Fees" that provide different information. For instance, assuming a "flexi plus fare", under "Cancellation Charges" an international flight that's canceled 4 days or more before the date of departure will incur a charge of 1000 rupees. But later down that page, under "International Cancellation Fees" it lists out various amount in various currencies for flights originating and ending in different places.

I mean, ... is that? Will there be a cancellation charge and a cancellation fee levied? If not, why are there 2 sections with 2 completely different content? I can't call their customer support center to clarify since I'm in another country, and even if I were to be able to call them, I'm afraid I'll only be left even more confused, based on past experience dealing with India-based airlines.
