To my best knowledge, the above is not entirely true. At least in Ontario (because these are provincial matters) one can apply their "personal" insurance (i.e. insurance they took out for their personal car) to the usage of a rental car. At the very least this applies when taking out a loaner while one's personal car is in a repair shop.
