Enterprise automatically includes third party liability with their Canadian rentals as required by law, just as they do in the US. They don’t list any third party products for sale on their FAQ for Canada for indemnity either so presumably the driver doesn’t have to reimburse them for third party claims.
Typically policies in Canada are tied to the car not the driver, so you won’t find a situation where the driver’s personal policy would pay for a rental car accident, as you do in the US. Many provinces run the insurance for cars themselves. Assuming the car was registered in Quebec you can probably start a claim yourself here:
