you are on a plane with members of the public. While you’d think most would be respectful enough to not do things like this, it’s not really that way at this point (and honestly, there are way worse things, so…).
on the other hand, if you didn’t nicely ask her to refrain, then sorry, you don’t get to complain. Often, people are just not aware of what they are doing, or that it bothers others, and in many cases, a polite request may be all that is needed. If she were to continue, letting the crew know is the next step. A request from someone in authority is better than from a pax, if they continue. Worst case, if there is room, they could have moved someone. If you don’t say anything, not sure how you would expect someone to change their behavior.
also, on your end, a decent pair of noise-canceling headphones would help here. This is often also a solution to reducing noise from crying babies, or badly behaving adults (DYKWIAs).
