Someone upthread said that the station manager is often a Delta employee to supervise the contractors. If all this is the case, it could very much make sense that the station manager is trying to get movement further up the company to fix the contractor issue.
Delta does not always have an actual Delta manager (in fact usually doesn't at fully outsourced stations). But either way, I would doubt it would be the actual station manager encouraging people to do something that will cause them to get in trouble. Things like bag to claim missing goal are looked at by departments of people who don't or haven't done the actual front line job or worked in an airport who are often less inclined to care about or understand the minutiae of factors that caused the failure. Unless that manager has decided to self-sacrifice.....
