This makes it even weirder because VPS is contract under the wing (and I suspect over the wing as well) she as encouraging people to take an action that was actually costing the contacting company money.
Someone upthread said that the station manager is often a Delta employee to supervise the contractors. If all this is the case, it could very much make sense that the station manager is trying to get movement further up the company to fix the contractor issue.
