The use of the word
will in contractual T&Cs has a specific purpose and meaning. If that really was the intention, then the wording should have been something like "Prepay rates
may be charged the full cost of the reservation within 24 hours of making the reservation."

It may normally, but there are several situations where it's
not beneficial to the guest if the charge is not billed as per the agreed terms. Those I can think of include :
1) Where the cost is to be allocated to a budget that's only available for a limited time
2) Where the customer wishes to close or change their credit card account shortly after making the transaction
3) To qualify for a credit card time-windowed spend bonus
etc
