The fair is a fund raiser....this booth might have been for some church or school but they have quite a nice assembly line. You could easily do it yourself. They just used canned Hormel chili heated up and a bag that is a little bigger than a snack sized one. Toppings as you wish!
So kinda like a frito-pie type thing it sounds like. I tried something similar once.... it just felt like a mobile version of nachos except with corn chips instead of tortilla (yeah, I know.... it's a distinction).
