I don't think there's a breakfast buffet, it's more like you order an entree and you get the breakfast stuff that's laid out. There are no upgrades for an Explorist, you're thinking of Globalist upgrades, which they have been honoring.
I would do the half board. I forget the cost but it was like $200 each. It didn't make sense for us since we already got breakfast as Globalist, so dinner by itself at the main restaurant was $200 or so each night for 2 people.
Since you are worried about costs, don't forget about the cost of the boat ride to the resort that you have to pay per person. You also will have to tip your concierge. Maldives is not a cheap place to visit.
