Help - Lost Baggage from CAI > JED > SIN

Hello guys,

Newbie here. Seeking support and advice on my lost baggage.
On 3 Oct, I took Saudia and departed from Cairo (SV302) via Jeddah (SV836) and landed in Singapore on 4 Oct.
However, my luggage did not come through. Same for the other passengers who took this route as we all ended up at the Lost & Found counter.

I did a PIR and was told the baggage should come in on the next flight (6 Oct) which did not happen. There was no Saudia flights coming into Singapore until 7 Oct.
Status on World Tracer remains as "TRACING CONTINUES. PLEASE CHECK BACK LATER". After reading up on the forum, I understand these are not live updates.
Called in today, and Changi staff advised me to wait at least 72 hours for any status updates, and they assured it is also likely other carriers could be used to fly in my baggage. But at this point, it remains 'missing'.

Separately, I download the Saudia app and while it did not recognise my baggage tag, I managed to pull up my record using my eticket number instead.
Nothing on the baggage making it to Jeddah... but just 2 scans at Cairo.

I suspect my baggage could still be in Cairo.
And is it way too early to expect any updates given it's only the 3rd day?

I am back to my home country, Singapore, and my travel insurance's payout is not great. Just SGD150 for delayed baggage.
And in the worse scenario, probably just up to $250 ($50/item x 5 items max) for lost baggage after 21 days.

On the Saudia app, they asked to submit a Baggage Claim Form if it remains missing after 10 days.
Can anyone advise if the Montreal Convention works for Singaporeans in this case? I am unable to locate info on this locally.
