Drinking a bottle of duty free spirits on a BA flight

Hi all. I am a regular lurker here for info but joined specifically to post my query today. I would appreciate your thoughts. I flew in from Marrakesh to LHR this week in economy. The passenger beside us just over the aisle ( tall and muscly chap) started drinking from the neck of his bottle of duty free spirit still in its duty free bag while we were on the stand . He was doing this quite openly. I found this a bit worrying as I have in the past had the unfortunate experience of being on another airline where a drunk passenger pestered my female neighbour and then got aggressive with cabin crew who intervened. I tried to get the crew's attention before take off but they were chatting at the back. The seat belt sign then got switched on . In the end I pressed my bell. Still no action. After the plane had taken off, made its ascent and the sign was off a crew member came to see me and the I quietly alerted him to what was going beside us. He went off and then came back and said that due to a change in BA policy from 'last week' they would not intervene in situations like this unless there was immediate danger. He said this very loudly - so the person heard - despite me asking him to talk quietly. He then left and the chap finished the whole bottle, changed his seat to the window and lay down asleep ) or passed out ). I was really anxious for the whole flight and surprised that BA would allow such a thing.
