In all other instances that I know of, EOA happens after passport control. Per
sfosuw's post, there is an EOA office at SEA on the mezzanine level after you cross the sky bridge into the customs hall but before you go down to the baggage claim level. The baggage carousels are
before passport control at SEA (which is another oddity compared to most customs hall setups in US airports).
The potential advantage in your case is being able to use GE after completing EOA since that happens before passport control at SEA. It might take some time for the final approval e-mail to generate, however.
