The setup at SEA is a bit different than other ports. There is actually a dedicated office for EOA at the mezzanine level (see attached) before you pick up your bags and go through immigration/customs. So you actually don’t have to worry about which line to use. Do your EOA interview first and let the officer tell you where to go. If you’re approved, you should be able to use GE right away.
