If so, that's strange / very child unfriendly.
This has been addressed and answered upthread. Under 7s allowed in the Executive Lounge at all hours (breakfast included) except during Evening Cocktails, which starts at 7pm. See screencap below of the Executive Lounge Policy taken from the property's website.
Contrast this to the blanket “no kids at any hour” policy published and very much in force at Marriott Singapore Tang Plaza and Sheraton Towers Singapore.
As one FTer took the time to note (I've reposted below) JW Marriott Singapore seems to be trying their best to accommodate families as well as those preferring a kids-free zone (an in-fact broad demographic that includes some of us parents of small children).
