The first leg is considered domestic, but as far as wanting formal guidance, I don't think that's a relevant question. The AA recommendation is to check no later than -60 minutes for international itineraries to accommodate the somewhat longer check-in process and passport check. Given that this has been established, you are essentially asking whether you'll be okay to not follow that guidance. We've shared our experiences, and only you can determine your risk tolerance for being denied at check-in.

I've been fine countless times pushing it. However, if you are not following the airline's guidance, don't be surprised if you are eventually denied, regardless of others' anecdotal experience. Although the hospitality of AA's check-in agents can vary widely, I would not expect any of them to accept, "But flyertalk said..." as a valid reason to take your bags 15 minutes later than they've been told to.

If whatever is going on for that critical 15 minutes in question is more important than an on-time arrival to Quebec, then go for it. If not, then follow the -60 guidance.
