Other people have posted they have gotten MCE seats, but personally I have not been able to select MCE on BE fares. That said, I have been able to select (non-MCE) seats at booking instead of check-in time, or selected for you just prior to departure. Not on upgrade list.

These have been 40 minute flights. Don't really care about the seat anyhow.
