It used to get bad, but then got massively better. I didn't see issues with secondary come back again until recently.

Don't know what to do to improve my chances either. If I try to take out the liquids the wranglers tell me not to do that and if I do anyway, chances are the bag is still going to secondary, where the issue is not having to open and find the offending item in my tray, but waiting to get called in the first place.
