My experience is the TPE connection desk will tag your baggage appropriately (even if they dont do it at HKG) to most of the world and I've never been refused through tagging on CX unless you're on one of those wonky airlines that we dont like talking about on Flyertalk. JX is on the baggage interline agreement as of expertflyer so the infrastructure is there.
China might be different as they seem to operate differently to the rest of the world for security reasons that they call it.
