If it makes it any better, when I was at HND Terminal 3 in September 2023, there were plenty of luggage lockers available in both the terminal and at the HND Garden Mall attached to the terminal. Not the ideal solution but if you’re staying offsite from the airport at least you don’t have to lug bags with you. 500 JPY per 24-hour period for the largest locker at the HND Garden Mall.
