JAL just got back to me and advised, a tad red-faced, that this was a mistake of there and a mis-translation from Japanese to English: the more correct English translation is "loan". So the PJs will be handed out to passengers without charge, but I've confirmed they will then be collected at the end of the flight, they are not yours to keep.
