BA is responsible for ground operations at LHR, the exception, perhaps, would be if there were absolutely no spare gates available at all due to airport specific factors. What we find with irrops caused by connection problems is that BA agents don't have a clear code to look at, and tend to come up with various pieces of logic off their own back as to whether it was extraordinary, or not due to BA. There's no point arguing these cases with BA, so after 8 weeks raise a case with CEDR and try to work out when your daughter should have reached the gate if everything went to plan. The exceptions would be if it was a bad weather day (low cloud cover, CB activiity, fog, cross winds) or one of the days that NATS had a problem. But apart from that it's best to push on to CEDR.
