I'd definitely do some research on each of these countries. Most (all?) the reports you got here are for domestic travel. Considering how easy it would be I'd probably do the notarized letter from other parent thing but would even fear that might not be accepted. Like everything traveling outside the US, how we do things here doesn't really matter.
