Just an update after finishing the transit and MR.

Applying online for the visa. You need to upload passport photo, hotel booking, roundtrip tickets, passport bio page, insurance papers. Webpage says up to 4 days for approval, but both times took right around the 24 hr mark from applying. After applying for the first visa and getting approval you need to wait 24-48 hours to be able to use the same information to apply for the second one.

At Check-in in DMK had to show Visa/Insurance papers. (did not need to show onward since we had a return ticket within 15 days)

There is a lot of paperwork to fill Arrivals Card, Health Declaration form, and Airline arrival form. Each form asks for repetitive information.

On arrival to Yangon first you will show your Health Declaration form and Insurance policy to the first desk. Then when you get to the immigration counter you show all the paperwork. After doing two transits through RGN. It's better not to say you are doing a transit. Just have paperwork for a normal overnight stay in RGN for the immigration officer. They will ask for hotel booking, arrivals card, customs form, and visa papers (remember to print this all out or you will be denied boarding). After that just walk get your bags and out customs. Both transits took no more than 15 min to exit immigration including check-in bags.

For anyone thinking of doing direct turns its not possible. You need to check-in at least 45 or 60 min before departure. Leave yourself at least 2 hours better 3 for a transit.

The transit desk at RGN is closed as you can see from the photo below so you will need to get visas.
