What is the minimum credit limit that you can take an Ink down to?

For example:
Ink 1: limit $6k
Ink 2: limit $8k
Ink 3: limit $4k

Can I pay ink 1 and ink 2 down to 1k each, then move 5k and 7k to Ink 3? Or how much do I have to leave them with?
