It does exist. A lot of us have had it happen. And other times we don't get upgraded at all. Its just how it goes.
I suggest you read up on the T&Cs for CPUs on the united.com upgrades page, specifically the chart where it says "confirmation as early as." They never make a guarantee of anything.
