Eilat (Israel) or Aqaba (Jordan.) Aqaba (AQJ) has nonstop service from IST, connecting flights from numerous places. Eilat can be reached by air, bus, or rental car from TLV. Way closer than Central America. No Russians given the embargos.

Both have water temperatures around 75° F (24° C) in January.
