Not only do you need an Aadhaar card, you also need a working Indian mobile number that is linked to that Aadhaar - looks like registration requires that. Still, there ought to be quite a few non-citizens who can sign up. I am one of them, but I am reluctant to sign up for this until I see that it really has some big benefit over the normal process. I also subscribe to the notion that even if a government has all the data it needs on me already, I don't have to do anything to make it even easier for them to track me even more closely.
